With the publication on Wednesday, the 5th, of the announcement of the municipal aid call for local commerce 2025 in BOP, the official bulletin of the province, the deadline for tomorrow, Thursday, proximity companies can submit their applications for these local subsidies, which have a total budget of 1.5 million euros.
The purpose of this aid is to support the commercial units of the city, helping them cope with current expenses derived from the exercise and development of their commercial activity. As mentioned in the call, the objective is to «encourage the maintenance and creation of commercial businesses, as well as improve the commercial map of Valencia» and «promote local consumption». To do this, the local council approved, on January 24, this aid request for an amount of 1,507,212.81 euros, which could be extended to 3.3 million, after the authorization of appropriate expenses, as established in the call’s guidelines.
Individuals, physical or legal companies, limited civil companies, cooperatives, civil companies, joint ventures, and other entities without legal personality legally constituted can benefit from these subsidies, operating in commercial units open to the public (both self-employed individuals, small companies, or microenterprises). The guidelines specify the units explicitly excluded from the call, which include corporations, public entities, hospitality sector businesses, online stores, associations, foundations, and other non-profit entities, as well as individuals working under a mission or concession, such as judicial stalls in municipal markets.
Subsidized Activities
To be eligible for this aid, companies must be engaged in activities grouped under IAE (taxes on economic activities) in the following sections: retail trade in permanent units (excluding those dedicated to tobacco and smoker articles, as well as those selling food and beverages in vehicles); Retail trade of non-food industrial products in permanent units (excluding the retail trade of air, river, and marine vehicles, as well as machines, fuels, and lubricants; and pharmacies); and also personal services (excluding automatic cars, photos and photocopies, agencies for internal services provision, and funeral services). Additionally, the requirement is emphasized that units must remain open to the public throughout the year 2025 to access the aid.
Expenses with a minimum threshold must be 500 euros, excluding taxes, and those eligible for recovery (e.g. establishment expenses). An exception is made for spaces located on Alicante and Castellón streets (No. 2-12) affected by infrastructure works, which may see the aid amount capped at 2,000 € in expenses. Supporting invoice data must be between April 1, 2024, and the application submission date. Interested parties can access the mandatory application and attachments through the electronic headquarters www.sede.valencia.es, as well as information on all necessary documentation.
Expenses that can receive aid include: renting commercial spaces, taking commercial training courses to improve professional qualifications, participating in individual or common electronic commercial platforms, conducting energy audits to identify electricity consumption and influencing factors, marketing businesses, expenses to enhance corporate image, consulting services in commercial modernization or promotion, implementing or providing technical and technological services to sell and promote commercial activities, internet, water supply, alarm, telephone or internet services, and expenses incurred for equality, as well as liability insurance premiums for commercial spaces arising from commercial activities.
On the other hand, expenses such as sales, bank account charges, legal and judicial proceedings costs, indirect taxes, purchase of furniture, equipment, vehicles, infrastructure, or land, affiliation taxes, accommodation and travel expenses, or food expenses, among others, are specified in the guidelines as not eligible for aid.
The deadline for this aid will be 20 calendar days from the day after the publication of the appeal extract. In other words, applications can be submitted from Thursday, February 6, until February 25.
