Cambios en la plantilla de la Junta Central Fallera

The Governing Council of the Junta Central Fallera (JCF), an autonomous body under the City Council of València, has approved this Monday to adapt the legal regime of the entity’s personnel to the nature of the positions they hold, as well as the modification of the job position plan. In broad terms, the main consequence is that the positions in the staff that still had the status of labor personnel will no longer be so and will become officials.

According to Santiago Ballester, Councilor of Fallas and President of the Junta Central Fallera, this change will allow to «provide greater professionalization» to the current staff of the JCF. It was precisely the councilor himself who presented a motion on May 29 to promote the adaptation of the personnel of the municipal autonomous body. It is worth noting that the Universitat Popular, for example, completed the process of converting the labor personnel of its Board of Trustees into officials in 2006.

Currently, the JCF staff consists of a position of senior technical personnel A1 of a functional nature (economist); another position of administrative C1 as labor personnel, and three more of administrative assistant C2, also with the nature of labor personnel.

As stated in the proposal presented this Monday to the Governing Council of the JCF, «since the nature of the functions attributed to each position is what will determine the consideration of official or labor personnel of the corresponding position, it is necessary to modify the job position plan to give an official nature to the positions whose performance must be carried out by a career official and not labor personnel, and this is because the job position plan is the only technical instrument through which the content of each position can be modified.»

In addition, as stated in the labor personnel agreement of the Junta Central Fallera, «fixed labor personnel who hold a position that is assigned by its functions to one of the professional functional bodies, scales, or groupings and is classified as having an official nature by virtue of a resolution or regulatory provision, may acquire the status of career official remaining in said position, if they meet the requirements of the same, by passing the corresponding selective tests or courses, whose qualification will be made through a process of continuous evaluation and final tests.»

Once the agreement was ratified this Monday by the Governing Council of the JCF, the Official Gazette of the Province of València (BOP) will publish in the coming days the updated job position plan (RPT) of the Junta Central Fallera.
