A total of 15,364 people have supported some of the 2,700 proposals submitted by citizens to the VLCParticipa 2025-2026 participatory budgets. As explained by the Councilor for Human Resources and Technicians and third deputy mayor, Julia Climent, «this call has been a success and demonstrates the involvement of residents in the future of the city.»
«From the City Council, we are grateful to all citizens for their active involvement in this second phase of the process. The broad response obtained demonstrates that Valencia is a vibrant, participatory city with a strong sense of community. Participatory budgets are a way to strengthen social fabric, improve citizen co-responsibility, and consolidate a direct relationship between the administration and the city’s residents,» Climent said.
In total, 54,000 supports for proposals have been collected, of which 1,441 obtain the necessary endorsements to advance to the technical validation phase. This is a record participation, as in the last edition, corresponding to the period 2022-2023, there were 35,000 supports for about 1,500 proposals.
The 15,364 people who have actively participated in this phase exceed by 5,045 people the 10,319 who participated in the previous edition, representing an increase of 48.8% and consolidating the participatory process as an effective instrument of direct democracy, capable of mobilizing citizens to decide the destination of public resources.

1,441 proposals move on to the validation phase
A total of 1,441 citizen proposals have reached the minimum number of necessary supports to move on to the next phase, compared to 728 in the previous edition. This data reflects not only the high level of participation but also the commitment of citizens to improving their environment and making collective decisions at the local level.
Start of the technical validation phase
With the closure of the support phase, the process now enters the technical validation phase, in which the different areas of the City Council will analyze the feasibility of each of the proposals received.
Over the next few weeks, technical services will assess whether the initiatives presented meet the necessary criteria in terms of technical, legal, and budgetary viability, ensuring that those that move on to the voting phase are feasible within the framework of the council’s competencies and resources.
Proposals that pass this analysis will move on to the citizen voting phase. Those that are not viable will be notified to their proponents, along with a clear and detailed explanation of the reasons that have prevented their progress in the process.
Commitment to territorial equity
The City Council has actively worked to ensure that all districts and neighborhoods of Valencia could participate on equal terms. Throughout this phase, dissemination campaigns, local dynamization actions, and support channels have been deployed to ensure accessible, close, and decentralized participation.
This effort has had a direct impact on the territorial diversity of the proposals presented, reinforcing the municipal commitment to an inclusive and balanced participation model.
